Project Overview

In March 2025, Collingwood Batchelors underwent essential maintenance works to address water ingress and structural wear to a section of the roof above their retail premises. Due to unpredictable weather and the need to protect both the building interior and ongoing renovation works, a temporary roof scaffold system with shrink wrap covering was required.

This scaffold structure was erected on a public highway, which introduced strict compliance requirements regarding pedestrian safety, traffic management, and minimal obstruction. The objective was to deliver a weatherproof, secure working zone while maintaining safe public access and adhering to local council regulations.

Project Scope & Objectives

Scope:

  • Design and installation of a temporary roof scaffold system above the shopfront area
  • Full encapsulation with industrial shrink wrap for weather protection
  • Installation on a public highway with considerations for pedestrian and vehicle access
  • Coordination with traffic management and local council for permits and compliance
  • Scheduled weekly inspections and weatherproof integrity checks

Objectives:

  • Provide full protection from weather to facilitate uninterrupted roof repairs and renovations
  • Ensure scaffold structure was stable, secure, and compliant
  • Maintain public safety and minimize disruption on the public footpath and roadway
  • Complete erection and dismantle efficiently within the defined access window

Execution & Delivery

Roof and external faces were encapsulated with flame-retardant shrink wrap, heat-sealed on site to create a fully weather-tight enclosure.

Key steps in execution:

  • Pre-start risk assessments and traffic management plans submitted to council
  • Scaffold erected during off-peak hours under a partial road and footpath closure
  • Temporary pedestrian walkways and signage installed for public safety
  • Shrink wrap applied post-assembly with strict quality controls to ensure full seal
  • Regular scaffold inspections conducted during the project to ensure stability and compliance

All materials used were compliant with safety and environmental standards, and trained operatives managed every phase of the build, wrapping, and dismantle.

Outcome

The project was completed successfully, with the temporary roof performing as designed through multiple rain events. The shrink-wrapped enclosure allowed trades to complete roofing works on time, free from weather delays, and the public highway remained safely navigable throughout the scaffold’s duration.

There were no incidents or complaints reported by the public or local council, and the structure was dismantled and removed on schedule. The client praised the team’s professionalism and adaptability in working within tight constraints and a high-visibility location.
The Collingwood Batchelors temporary roof scaffold now stands as a benchmark for small-scale urban temporary roofing solutions that balance weather protection with public safety.
